PEL values are exposure limits, not a complete risk assessment.
A substance may have a long-term PEL, a short-term PEL, both, or a limit expressed in a unit specific to that substance. Professional judgement is needed when interpreting exposure results.
Long-term PEL
A long-term PEL is normally used to evaluate average exposure over a full working shift. It is relevant for routine exposure monitoring, compliance assessment and evaluation of chronic exposure risk.
Short-term PEL
A short-term PEL is used to evaluate short-duration exposure peaks. It is especially important for irritants, acutely toxic substances or tasks with brief but high exposure potential.

- Reviewing SDS information against Singapore regulatory exposure limits.
- Planning occupational hygiene air monitoring programmes.
- Checking whether a chemical is listed as a toxic substance under the First Schedule.

Limitations to note
- PEL values do not remove the need to control exposure as low as reasonably practicable.
- Mixture effects, skin absorption, sensitisation and task variability may require additional assessment.
- Sampling method, sampling duration, analytical method and detection limits must be selected carefully.
- Some substances may require specialist interpretation due to notation, unit, form or compound-specific listing.
- Regulatory sources should be checked for the latest official version before formal compliance decisions.
